Job Description

The purpose of this role is to take responsibility for the Business Change function within the LogNEC Delivery Partner organization. This function covers the management of bids for new I.S. projects and commercial change management on existing solutions within the LogNEC programme. The role will entail close liaison with other LogNEC departments, including Commercial and Supply Chain Management, with external suppliers of IT products and services, and directly with the customer, the UK Ministry of Defence. The role will also be responsible for the definition, planning and delivery of programmes of business change activity whilst ensuring appropriate and robust governance is adhered to. Critical to the success of this position will be managing the deliverables from across the business through matrix management to ensure that the Programme achieves the required business outcomes and benefits within the agreed time achieving the agreed margins. The team that reports to the Business Change Manager will be assigned to a small number of Integrated Service Teams where they will be responsible for managing and implementing business change programmes.
Initially, the role will:
Review the current organization and resources involved in Business Change activities (including the current Change Management, Service Design and Project Engineering teams), and propose a new organization structure that maximizes effectiveness whilst minimizing cost.
Review current Business Change systems and processes, and propose changes or new systems and processes where appropriate, taking into account what is already available within Boeing.
Review the skills of in-house teams and identify any additional Business Change skills and resources required within the in-house Boeing teams.
Define supplementary support required from outside of the company (e.g. from partners).
To review interactions with other LogNEC departments, and with the customer and suppliers to define how working relationships can be improved.
Going forward, the role will:
Manage the bid process and the management and progress of all commercial changes through the programme.
Qualify new changes and bids from the perspective of their appropriateness in relation to the LogNEC strategy as defined by the Architects, and their deliverability in terms of time, resource and commercial viability, in conjunction with Business Operations and the PMO.
Approve proposals and changes prior to dispatch to the customer, and management of the Gate process to achieve approvals from other stakeholders.
Oversee pre-sales activities undertaken by LogNEC.
Manage the development and training of the Business Change team.
Provide reliable cost, effort and risk estimates and project plans for bids and changes for incorporation into proposals by Business Operations.
Evaluate I.S. proposals from third party contractors and suppliers to review them for appropriateness, deliverability and value for money, then ensuring that they are appropriately packaged for onward presentation to the customer, with the appropriate supporting services and information, in conjunction with Supply Chain Management.
Manage sales support activities, taking full responsibility for the technical content of bids and change proposals.
Providing management information on the activities and progress of the Business Change department, and the bids and change proposals it is managing.
Work closely with the Business Development and Architecture teams to help the customer to clarify their needs and requirements; devise solutions and asses their feasibility and practicality.
Deliver multiple large and small scale projects to include definition, scope and planning.
Own and co-ordinate the entire project lifecycle and the approval processes
Engage and influence senior stakeholders including Central Government

Project and programme management experience including sourcing strategies, transformation and business change Managing teams of project management and change management personnel across multiple organisations, who in turn manage significant project delivery teams. Highly process focused, utilizing industry standards and tools such as ITIL V3 PRINCE2, Agile/Scrum Experienced in receiving I.S. proposals from third party suppliers and reviewing them for appropriateness, deliverability and value for money, then ensuring that they are appropriately packaged for onward presentation to the customer, with the appropriate supporting services and information. Track record of delivering profitable business change proposals and projects. Experienced in business change and I.S. sales support activities, ideally within a commercial software application environment (such as a software house or systems integration organization).

Qualified to degree level or equivalent.
