Job Description

Specific duties include:
The M&E Specialist will:
1.    Coordinate with SPRING/HQ in developing and periodically reviewing and revising a SPRING/Nigeria Performance Monitoring Plan (PMP), including indicators as well as plans, budgets, and timelines for M&E activities;
2.    Establish and maintain a routine monitoring and reporting system; 
3.    Oversee M&E planning, development and management activities to ensure that SPRING/Nigeria M&E functions smoothly and efficiently;
4.    Build capacity of and guide SPRING/Nigeria staff in the development and implementation of the PMP;
5.    Support other SPRING/Nigeria M&E activities, including designing, conducting, analyzing and reporting on surveys, evaluations or operations research; 
6.    Ensure quality, consistency and adherence to standards and best practices for M&E;
7.    Compile and analyze data from each of the project strategies and activities;
8.    Support SPRING/Nigeria staff in presenting and using data on a quarterly basis for identifying problems if and when they arise and for evidence-based decision-making;
9.    Prepare reports of SPRING/Nigeria project results, as needed at all levels;
10.    Contribute to and actively participate in SPRING/Nigeria project planning, even when not specifically related to M&E;
11.    Help SPRING/Nigeria and SPRING/HQ staff to identify research opportunities, carry out that research, and translate findings into practice; 
12.    Assist project staff in conducting web searches and reviewing literature on research topics; 
13.    Communicate and coordinate M&E activities with the MOH, implementing partners, and institutions to the greatest extent possible and as appropriate; and, 
14.    Work with SPRING/HQ Strategic Information team to identify and inform SPRING staff of successes, challenges, and lessons learned.
