Job Description

The Procurement Engineer will be expected to manage the following general areas:
• Purchase request receipt and preparation of bidders’ list.
• Design requirements based on:
o Technical evaluation 
o Material classification 
o Shelf Life evaluation
o Reverse engineering analysis 
o Alternate replacement evaluation 
o Maintenance while in store
• Apply cost reduction steps (design to cost, target costing, standardization, etc.) to achieve and/or reduce material target costs 
• Ensure comparative cost measures are in place to gauge if individual item submissions are competitive
• Receive vendor submissions and refer technical clarifications to the appropriate source
• Clarify commercial exceptions and prepare commercial evaluations
• Review purchase orders, tabulate bids and arrange all standard documentation
• Ensure bid compliance with HSE standards where applicable 
• Coordinate insurance compliance with JV Partner, Project and Site Managers, and any sub-contractors to ensure coverage is current
• Remain updated on Iraqi standards and regulations that may affect sourcing, transportation and logistics
• Maintain confidentiality and ethics standards on procurement-related issues
• Provide “on the job” training to colleagues as required
• Support the company in any way relevant to engineering that helps complete its projects


• Understanding of engineering and contracting firm processes (project management, quantity surveying, etc.)
• In-depth knowledge of Request for Proposal and Service Level Agreement procedures and standards
• Able to submit clear yet detailed reports with relevant summaries using analytic, logical and problem solving skills
• Competency to manage disputes and evaluate appropriate escalation of issues that represent business risk 
• Bachelor’s degree in civil, industrial, mechanical, electrical engineering or relevant certification from an accredited source. 
• 5 - 10 years’ experience in a large contracting firm in procurement with cross-functional working experience in a project at a related functional area
• Work independently, be self-motivated and results-orientated 
• English speaker. Arabic proficiency an advantage.
