Description and Desired Qualifications CH2M HILL Program Manager – Chief of Party – Manila, Philippines The challenge? The Urban Programs Business Group (UPG) within CH2M HILL provides global leadership in master planning, land development and program management services in the Urban Environment. Our principal focus is the provision of management services for major urban planning and development, infrastructure, global large-scale redevelopment, city revitalization programs, new city and economic zone creation, and major sporting events. The business applies a holistic approach to develop, plan and implement sustainable solutions in the urban environment, leveraging all of the firm's service capabilities and critical differentiators, to create and deliver target urban programs worldwide. This position is for a senior level Program Manager Chief of Party (CoP) to lead the development of a new program based in Manila, Philippines. UPG seeks a chief of party for the anticipated USAID-funded Strengthening Urban Governance for Economic Development Program (SURGE) and to make significant contributions to the Project Development line of our business both regionally and globally, as required in Asia. The Strengthening Urban Resilience for Growth with Equity (SURGE) is an activity in support of USAID/Philippines' Cities Development Initiative (CDI). CDI is a crucial component of the Partnership for Growth (PFG), a partnership between the U.S. Government (USG) and the Government of the Philippines (GHP) whose aim is to shift the Philippines to a sustained and more inclusive growth trajectory on par with other high-performing emerging economies. The primary goal is to provide highly innovative, creative, and cost effective solutions that set the conditions for broad-based, inclusive and resilient economic growth and fosters higher investment, increased economic opportunities and productive employment for a critical mass of cities and surrounding areas outside Metro Manila. The activity's development hypothesis is that second-tier cities serve as engines of growth contributing to improved welfare of both urban and rural populations. SURGE aims to promote more balanced and resilient urban growth, reduce economic disparities, and improve socio-economic conditions for highly urbanized second-tier cities and their surrounding areas. This activity will assist cities and adjacent areas plan effectively, guarantee basic public services, reduce business transaction costs, promote competitiveness, support sustainable development, and reduce disaster risks while ensuring inclusive and sustainable growth. Assistance interventions will promote efforts to: Improve local capacity in urban development; Increase local economic development by fostering business enabling measures; and Expand economic connectivity and access between urban and peripheral areas. Additional Responsibilities: This position is responsible for the overall leadership of the SURGE program and as such the incumbent will have thorough knowledge of subject area or discipline related to public policy, urban planning and development, urban economics and basic knowledge of others, and understands the objectives of the area and related regulatory requirements and practices. He/she will make decisions within scope of broad work assignments. Provide overall project leadership, management, and technical direction, including creating and implementing a strategic, long-term programmatic vision Serve as the program's primary liaison with USAID, government counterparts, and local partners Lead, manage and supervise program personnel and subcontractors Ensure program assistance is technically sound and appropriate Oversee work planning, performance management, change and risk management, and strategic communications Work collaboratively with partners and stakeholders to implement program mission and strategy Additional information: This req is for a Proposal.


Basic Qualifications:

  • Bachelor's degree required; demonstrated experience in international public policy, economics, urban planning, business administration, or other related area required is required.
  • Minimum 8 - 12 years of senior-level experience designing, implementing, and managing urban development and local economic development programs similar in scope to SURGE in the Philippines or similar setting
  • Extensive experience working in Southeast Asia required;
  • Proven ability to interact with host-country government counterparts, the private sector, and international donor agencies required
  • Technical knowledge and experience in program areas such as urban finance management and revenue enhancement; urban territorial planning; national framework planning and growth management; local economic development; and/or service delivery planning and improvement;
  • Demonstrated leadership, versatility, and integrity
  • English fluency required;

Preferred Qualifications:

  • An advanced degree in related field (MA, MPA, MS, MBA) is preferred
  • Minimum 5 years of experience with USAID projects; knowledge of USAID and other international donor rules and regulations;
  • Demonstrated capability to work effectively with local government officials, public interest and community groups, and private industry representatives
  • Experience working with USAID strongly preferred
  • Experience in the Philippines strongly preferred
  • Tagalog proficiency preferred
  • Excellent understanding of current best practice in urban development;
  • Good knowledge of the funding sources available to bring forward development;
  • Built-in commercial awareness and acumen;
  • Strong interpersonal, writing, and oral presentation skills
  • Strong research, analytical and problem solving skills
  • Excellent people management skills;
  • An accomplished influencer, with very good negotiation skills;
