Job Description

The Proposal Manager provides leadership, guidance, and direction to multi-disciplined teams developing winning proposals.  The Proposal Manager is responsible for developing, implementing, and managing the proposal development phase of Raytheon's defined business processes.  Candidate will be responsible for developing and executing the overall proposal plan associated with an approved pursuit effort. He/she will be responsible for planning the proposal development effort, launching the proposal effort, designing the proposal, leading the writing of the proposal, finalising the proposal, and leading the production and delivery of the proposal. 


The successful Proposal Manager will work with personnel from Lead Investigator, Capture Management, Programme Management and Business Management along with other key stakeholders to deliver a winning proposal.


  • Ability to follow documented proposal processes and procedures.  Ability to plan and manage proposal development activity including technical, cost, management, and schedule requirements
  • Understanding of the proposal cost and Basis of Estimate (BOE) processes to coordinate and attend to these as concurrent essential components of the proposal process
  • Ability to tailor documented proposal processes and procedures in accordance with current capture strategies and customer requirements
  • Strong understanding of both external and governmental acquisition and source selection processes
  • Demonstrated experience responding to competitive and sole source solicitations, RFIs, Questionnaires, Request For Proposal, RFPs, and Request for Quotations, RFQs
  • Ability to quickly and accurately analyse RFIs and RFP, producing compliant proposal architectures and proposal artifact strategies
  • Demonstrated experience working with varied contract types (FFP, FPI, FPAF, CPIF, CPAF, CPFF, T&M).
  • Experience creating and maintaining plans, detailed schedules, resource plans, and weekly status reports.  Strong management skills and ability to provide tracking, reporting, and coordination across a large number of concurrent and interdependent activities 
  • Ability to lead , motivate and influence teams to deliver winning proposals
  • Ability to perform and deliver under critical schedule, budget, and other constraints
  • Ability to successfully interface with key stakeholders
  • Excellent written and oral communications skills
