Assist client in the evaluation of EPC contractor contract comments and in negotiations needed to finalize agreement.
Evaluate and recommend subcontractors and vendors and ensure that the EPC contractor utilizes only approved subcontractors and vendors.
Administer the EPC contract between client and EPC contractor.
Administer the PMC contract with the client on behalf of CH2M HILL.
Administer other contracts between client and other contractors which may be put in place by the client related to the execution of the Project.
Assist client in the EPC bid evaluation and contract finalization including:
1- Maintain a detailed tracking register covering requests for clarification issued to bidders and the status of their responses
2- Review and recommend list of vendors and subcontractors proposed by EPC bidders
3- Endorse clients’ findings with respect to priced commercial evaluation.
4- Assist client in negotiation meetings
5- Assist client in preparing recommendations for contract award.
Review and approve EPC contractor Contacting and Procurement Plans and Procedures.
Monitor and ensue that approved procedures are implemented on the project.
Develop and implement projects contracts administration procedures.
Monitor and ensure that the EPC contractor complies with its obligations under the contract with respect to procurement and subcontracts.
Monitor and ensure that the EPC contractor adheres to approved vendor lists.
Monitor EPC contractor’s placement of orders, manufacturing progress and delivery against project requirements.
Manage the mobilization, supervision and control of Third Pary Inspection agency personnel.
Administer the EPC contact including: 1- Take necessary actions to ensure that the client is not in violation of any of its obligations under the contract 2- Provide recommendations on any contractual notices to the EPC contractor 3- Monitor and ensure that the EPC contractor has in place all the insurances and bank guarantees required under the contract 4- Provide formal approval for all subcontractors 5- Receive, review, and analyze requests for variations.
Administer contractual compliance aspects of the PMC contract with the client.
Recommend to project manager claims avoidance/mitigation strategies that would lead to dispute resolution. Participate with Legal in arbitrations or legal actions concerning capital project contracts.
Monitor contracts progress and payment status and ensures that appropriate reporting of project contracts status is provided to Project Management and other stakeholders.
Ensure that all project contracts are appropriately closed out/handed over to Operations.
A bachelor’s degree in Engineering or Business Administration from an accredited university with a minimum fifteen (15) years of relevant experience in the oil/gas industry.
Experience on large-scale oil/gas and petrochemical capital projects.
Experience as a member of an EPC team an asset.
Demonstrated knowledge of contracting and procurement practices and principles applied by major oil/gas companies.
Demonstrated ability to manage Contractual/Commercial activities to preserve owner / client interests.
Experience in composing and managing major EPC contracts.
Experience in managing procurement programs for major EPC projects.
Ability to work within a diverse cultural environment.
Demonstrated interpersonal/teambuilding skills.
Strong written and oral communication skills.
