With minimal supervision, the Sr. Cost Specialist is responsible for independently applying Cost Control procedures, best practices and analysis to any size or type of project.
Applies sound knowledge of Project Controls principles in general.
Can handle Cost Control aspects of FEED jobs and large EPC jobs independently.
Leads and guides less experience Cost Control personnel.
Can function as Project Controls Manager on small to medium projects.
Actively participates in maintenance and development of Cost C ontrol procedures and tools.
Manages his team to contribute to a safe working environment.
Reports to the Department Manager Project Controls.
Reports to the Project Manager or Project Controls Manager, as per the project organization for both internal and external reporting.
Is responsible for setting up and maintaining communication withinthe Project Management team, with the purpose of providing the Project Management Team cost data to manage the Project.
Is responsible for setting up and maintaining communication with the disciplines in the Project team (Engineering Disciplines, Procurement, Subcontracting, Construction and Fabrication as required), with the purpose of collecting and supplying information to be able to manage the individual disciplines with respect to cost expenditures and forecast.
Is responsible for an active safety minded Cost Control team. Leads by example.
Is responsible for working out the contract details into fit for cost control deliverables. Important contract requirements and consequences to be highly visible.
Is responsible for setting up internal and external cost reporting & forecasting systems as well as setting-up and maintaining the project change system. The goal is to reach a transparent project cost system to provide the best information to project management for decision-making. Advise the Project team on corrective action.
Is responsible for the work distribution, personal and technical challenges for people and a proper working atmosphere in the team.
Is responsible for applying the Company Quality System on the project as well as the quality of the output of the individual cost engineers. Adequately select and use the company procedures and best practices.
Assist the department to maintain and develop procedures, toolsand best practices.
Advanced Technical Education (B.Sc./M.Sc. or equivalent) or matching work experience
Required Site Certifications / Training, Basic Cost Control Course (AACE or local equivalent).
Be familiar with procurement, material control, estimating, planning & scheduling, and finance and accounting techniques. Master cost control tools, techniques and company standards.
Be able to write an effective Cost Control plan as part of the Project Controls Execution Plan and establish a WBS and CBS.
Be able to conform the project estimate into a project controlbudget.
Be able to establish a cost system on any type of project (BE, E, P, EP, EPC, EPFC, PMC, Multi-office).
Be able to use physical progress to trend cost, based on earned value.
Be able to prepare effective cost / quantity analysis, recommendations, including the use of all associated information and tools.
Be able to prepare a cost forecast at project completion based on an estimate-to-complete for the remaining work and registered expenditures & commitments.
Be able to regularly analyze project cost/quantity trending/progress data, forecast trends potential trend from this data, raise issues and advise corrective action.
Be able to analyze, discipline performance, manpower, based on physical, progress, rates and performance. Resulting in cost forecasts per discipline, execution center and the total project
Be able to represent Project Management in client discussions with respect to all aspects of cost management (assess bids, provide counter estimates, (assist in) building or countering claims, (assist in) negotiations).
Be able to prepare and/or direct the preparation internal and client cost reports (including close-out reports asset-breakdowns etc.)
Be able to advice finance and accounting on project- costs, revenues, reservations and margins.
Be able to perform a Monte Carlo forecast analysis/ contingency requirement calculations, using the company tools.
Be able to set-up and maintain a change management system.
Be able to represent Construction Management in client and Subcontractor discussions with respect to all aspects of cost management (assess bids, provide counter estimates, (assist in) building or countering claims, (assist in) negotiations).
Be able and prepared to execute lower grade tasks if necessary.
Be able and prepared to represent Project Controls department in proposal work and discussions with clients.
Be able to supervise and or work on multiple projects if required.
Be able/prepared to act as Project Controls manager on small project.
Be able and prepared to advise department management in manpower planning for projects and department, appraisals, mentoring and coaching, proposal work and training.
Assist in the specification / development / selection of cost control tools , methods and best practices.
